Sources said Clinton reiterated his goal not to spend any of the projected federal budget surplus before lawmakers come up with a plan to shore up the Social Security retirement system.
Since the President set a goal of cutting the deficit in half from its projected peak in 2004 of 4.5 percent of GDP, the deficit has come down markedly.
